impossible that the Magistrate should overrule the consent
of the Secretary for Chinese Affairs and refuse bail.

So far then as deportation proceedings are
concerned, there have been no errors on the part of this
Government; and I remain of the opinion, which I expressed
to Mr. Brenan in my letter of the 17th August, that the
flight of Lau Lun was probably the best end to a difficult
situation. I venture, however, to think that no more
striking illustration could have occurred of the urgent necessity for amending the Chinese Extradition Ordinance:
and I fear that this Colony will become the target for justifiable obloquy, if it cannot help the Chinese
Authorities in cases of this kind.
